I've seen this behaviour too in 22.04. My 'solution' was just to move the dock to the bottom. Which is no solution I know.

After some raised blood pressure I spotted that Grub OS prober only operated on the second installed OS on a multiboot disc...

I would hazard a guess that he's saying that gnome developers aren't interested in issues with gnome 42.9 any more, and you'd need to seek a solution through ubuntu developers. They don't live on...
My PC has no webcam, but an observation:-
Cheese 44 which you reported you have is the snap version.
The version that came with my Ubuntu 22.04 (and remains unused) was the gnome deb version 41.1...
Probably off-topic wrt this thread, but I see the same behaviour (22.04, gnome settings doesn't actually change power mode).

Advice seems to be to leave 24.04 alone for now.
So I suspect your problem is that (a) (x)ubuntu doesn't wake on mouse click and (b) wifi is turned off during suspend/sleep.
I'm afraid I don't know a workaround for either, and I doubt if there is...

A systemctl suspend keyboard shortcut works on 22.04.3 on my machine.
Perhaps try searching the logs for 'suspend' to see if anything is reporting 'failed to suspend' or similar?
